Japanese schools, which still rely on notebooks and blackboards, have struggled to digitalize, a problem exacerbated by COVID-19. The 2018 OECD Teaching and Learning International Survey, for example, found Japan ranked second to last among the 48 countries and economies polled in terms of the share of middle school teachers who routinely used digital devices in their classes.
