Bangunan ini dibangun oleh tahanan Korea dan Cina yang dipaksa bekerja di sini dari tahun 1930 hingga setelah Perang Dunia II. Kondisi para pekerja paksa ini sangat berat, dan beberapa tidak pernah kembali ke rumah. Orang-orang yang bekerja di sini menamai pulau itu “Pulau Penjara” atau bahkan “Pulau Neraka”.
