Japan will give excuses and false promises to keep foreigners out. Their Sakoku habit still remains
It "may" return, or be announced in September that it is returning. I think that's how most people understand it.
People who work in Consulate general of Japan in Melbourne are so annoying to deal with as they have to check with their supervisors 100 times before they can give you information. I had to contact them regarding getting Japanese passport for my daughter who is of Japanese citizen but I have surrendered my Japanese citizenship and it took an entire week for them to get back to me.

Just checking, I don’t believe flights were included in those topdeck Japan tours you reviewed. Looking at the tour details it only mentions “High-speed trains and public transport” as what’s included under transportation
they have to bring back the visa waiver
