As expected, thousands of Halloween trick-or-treaters descended on Tokyo’s Shibuya area on the evening of Oct. 31. In the wake of last year’s chaos, in which 13 people were arrested and a small truck was overturned, an ordinance was issued in June, banning the public consumption of alcohol on Halloween and New Year’s.

While it might have cut down on the number of empty beer cans, it apparently didn’t keep the crowds away as the famous scramble intersection and the central shopping street were the jam-packed with people in a wide range of costumes, from zombie Pikachu to dozens of Jokers to menacing Minions on motorbikes.
