Are they legit? I saw a change in person to a taller one next day.They’re not selling but more of a monk donation thing.

Japanese monks may practice takuhatsu (托鉢), or alms-begging, in the streets. They chant sutras and carry small bowls to receive donations of food and money. Some are real but there are also many ‘fake’ monks looking for tourist money.
