Must be related to that Halloween disaster in Seoul. So many young people were crushed to death in that tragic accident.
well first of all halloween should not be confused with the weird americanized stuff. the heritage and history and the things you do and rituals are WAY different than the americanized hooba wooba.
secondly I find it great. alc should be forbidden in general but i more question why the heck do you need alc for halloween? makes absolutely no sense.
They rather could have just have made harsh patrols and check if people are drunk and not if they wear a costume.

Last I checked, Japanese are mainly Buddhist so why would they celebrate, and get dressed up for, an originally Celtic tradition? Do you celebrate Chinese New Year? Ramadan or the Balinese Nyepi day of silence?

Sounds like a Spiritual thing maybe against halloween.
No idea if it's still the case, but about five years ago Kawasaki was doing Halloween really well. I'd argue better than Shibuya, which really just felt like people getting drunker than usual while wearing costumes. Kawasaki felt like it was better celebrating the spirit of the holiday.
Halloween is not asia thing..so it is not festival they celebrate..
Halloween is still huge in Osaka. The whole city turns into one big party on Halloween night. A lot of Japanese Halloween fans dress up & go to USJ instead of TDR.
