Did some research about the area. This is Hakozaki Futō 箱崎埠頭, one of several wharves in Fukuoka . The whole area was built on land reclaimed in several stages from 1969 to 2003. Compared to other wharves Hakozaki Futō has the advantage of being very close to the airport (8km) while also having easy access to freight rail (3km).
