Tendon, shorthand for Tempura Donburi, is a dish in which assorted tempuras are put on top of bowl of rice and poured with sauce.

This particular one is called 上天丼 / Jyou-Tendon, with the kanji 上 means up, top, or above. Translated as Top-grade Tendon, it contains higher quality and larger quantity of tempura than the usual Tendon.

Shrimp, soft-boiled egg, white fish, pumpkin, and eggplant tempura; served with 8 kinds of vegetable side dishes, rolled omelette, and miso soup.
